West Coast Expressway (E32)
The West Coast Expressway (also known as Lebuhraya Pesisiran Pantai Barat, E32) is a major toll expressway under construction in Peninsular Malaysia. It will link Banting, Selangor in the south to Taiping, Perak in the north, cutting along the west coast; several sections are operational already. 1
Quick Facts
- Expressway code: E32
- Total length: ~ 233 km
- Start point: Banting, Selangor
- End point: Changkat Jering (Taiping), Perak
- Sections opened: Section 1, 2, 5, 6, 8, 9, 10, 11
- Sections under construction: Sections 3, 4, 7
- Expected full completion: between 2025-2027, with some remaining stretches possibly into 2026. 2
- Concession period: 60 years (longest for a highway expressway concession in Malaysia so far) 3
History & Development
The West Coast Expressway project was first approved in December 2013 and awarded to West Coast Expressway Sdn Bhd under a build-operate-transfer (BOT) / build-operate-transfer / similar concession model. 3 Initial plans aimed for earlier completion, but delays have pushed back full delivery. Construction began in phases from around 2014. 4
Route & Operational Status
- The alignment starts at Banting in Selangor and ends at Changkat Jering in Taiping, Perak, following or replacing much of Federal Route 5 and parts of Route 60. 1
- There are 11 sections in total. As of the latest update, eight of them are open to traffic in various states: in Selangor and Perak. 2
- The open sections include Banting to SKVE, SKVE to KESAS, Bandar Bukit Raja to Kapar, Kapar to Assam Jawa, Hutan Melintang to Teluk Intan, Lekir to Changkat Cermin, Changkat Cermin to Beruas, Beruas to Taiping. 2
- The remaining sections—especially Sections 3 (SKVE–NKVE/FHR2), 4 (NKVE/FHR2–NNKSB), and 7 (Assam Jawa–Tanjong Karang)—are still under construction, with some land acquisition delays being a factor. 5
Purpose & Benefits
Once fully completed, the West Coast Expressway (E32) is expected to ease traffic on existing federal roads (especially Route 5), shorten travel times between towns along the west coast, improve logistics for ports and industrial zones, and open up economic development along its corridor. It also provides more direct coastal travel for motorists travelling north–south who wish to avoid inland congestion. 1
Key Challenges
- Land acquisition problems delaying certain sections (notably Section 3 and Section 7). 5
- Delays beyond initial schedule; originally parts were expected completed by 2024, but full opening is now projected around 2025-2027. 2
- Ensuring consistent standards across opened and pending parts, maintenance, toll implementation, and service/rest area readiness. 2
Landmarks & Interchanges of Note
- Junctions with SKVE, KESAS, LATAR, NKVE, and other major highways to improve connectivity. 1
- Interchanges such as Bandar Bukit Raja, Kapar, Assam Jawa in Selangor. 2
- Northern terminus connection to PLUS (North-South Expressway) at Changkat Jering in Perak. 4
