The Downtown Core Planning Area (Simplified Chinese: 市中心核心区, Traditional Chinese: 市中心核心區, Pinyin: Shì Zhōng Xīn Hé Xīn Qū, Malay: Pusat Bandar Teras, Tamil: டவுன்டவுன் கோர் திட்டமிடல் பகுதி) is the primary commercial, financial, and administrative heart of Singapore. Covering about 4.34 square kilometres, it had a population of approximately 53,000 as of 20201. Despite its relatively small size, it is one of the most densely developed areas, characterised by high-rise office towers, government buildings, shopping malls, and integrated mixed-use developments. It lies at the centre of the Central Area, the larger region that forms Singapore’s city centre.

History of the Downtown Core

The area now known as the Downtown Core has its roots in the founding of modern Singapore in 1819, when Sir Stamford Raffles established a trading post on the Singapore River. The first urban plan, the Jackson Plan of 1822, divided the settlement into ethnic quarters and designated the civic and business centre along the river’s north bank. Over time, the area expanded to encompass Raffles Place, the Civic District, and Marina Bay. In 1994, the Urban Redevelopment Authority (URA) officially designated the area as the “Downtown Core” in its planning framework.

The name “Downtown Core” reflects its role as the core of downtown Singapore. It is pronounced in English as Down-town Kor, with the International Phonetic Alphabet (IPA) transcription /ˈdaʊn.taʊn kɔːr/.
